Mr. Moss joined Williams, Sweitzer and Barnum, Inc. in 1963. He is a registered engineer in the
states of Georgia, Alabama, Florida, Tennessee, North Carolina, South Carolina, Kentucky and
California. He is a registered land surveyor in the states of Georgia and Tennessee. Mr. Moss is
a 1961 graduate of Southern Polytechnic University with a degree in Civil Engineering
He has been in charge of the design and construction supervision of numerous major projects
handled by the firm. These have included, among others, improvements and expansions to the
Floyd County Water System and the Catoosa Utility District Water System. Improvements have
ranged from construction of pre-stressed concrete water tanks, water booster pumping stations,
distribution lines, rehabilitation and relocation of existing systems. Under his direction, two
major water sources in Floyd County and Catoosa County were expanded for increased flow. He
was project manager for an outfall sewer line for the City of Rome which required
approximately seven miles of sewer and force main. He was chief surveyor on Georgia
Department of Transportation projects to widen U.S. 27 in the Chattooga/Walker Counties area,
and the Rome South and Southeast Bypass Projects.
Mr. Moss is Secretary of the Northwest Chapter of the Georgia Society of Professional Engineers
and is a member of the American Water Works Association, the Water Pollution Control
Federation and the Surveying and Mapping Society of Georgia. He is an active member of the
Rome Rotary Club and the Rome Chamber of Commerce, and retired as Lt. Colonel in the U.S.
Army National Guard after 28 years of service. Mr. Moss was selected as the 2000-2001
Engineer of the Year in Private Practice by the Georgia Society of Professional Engineers.
